Proposed Resource Consent Conditions

121 17 The Consent Holder shall undertake eel monitoring upstream and downstream of the treated water discharges and report the results to Waikato Regional Council, [tangata whenua entities to be inserted]. The purpose of the monitoring is to assess the effects of the treated water discharge on eel populations and bioaccumulation. Temperature 18 During the period I November to 30 April each year the discharge shall not cause the temperature of the Ohinemuri River to increase more than 3.0 degrees Celsius between monitoring sites OH3 and OH5, and OH1 and OH6. 19 During the period 1 November to 30 April each year the Consent Holder shall record water temperature continuously at sites OH3, OH5, OH1 and OH6. Data shall be retrieved and checked for compliance every 7 days. The determination of compliance with Condition 18 shall be assessed on a daily basis as being the difference between the Cox-Rutherford Index, being the average of the daily mean and the maximum temperature for each site, or another method to the satisfaction of the Waikato Regional Council. Advice note. Continuously means recording temperature at least every 15 minutes for the extent of the required period. Annual Summer Low Flow Monitoring 20 The Consent Holder shall undertake an annual low flow stream effects study (the Study). The Study shall be completed during the summer low flow period (February to April) when the discharge is operating and following a period of stable dry weather and when no significant rainfall is forecast. The Study shall commence within 12 months of consent commencement and continue for four summers, or until the Freshwater Management Unit Review Report is provided under Condition 27, whichever is earlier. 21 The Study shall be undertaken over a period of seven days in each summer at three locations close to sites OH3, OH5 and OH6. The study will account for any influence the discharge from TSF2 may be having at OH3 and the influence that flows from the Ruahorehore Stream have on OH6. 22 The Study shall as a minimum include: a. Continuous diurnal monitoring for temperature and dissolved oxygen for the seven-day period, including necessary monitoring in the Ruahorehore Stream due to the influence of its flows on the Ohinemuri River at OH6; and b. Periphyton, macrophyte, macroinvertebrate community and physical habitat assessments at sites OH3, OH5 and OH6 including
