3-AD006.00 SOCIAL IMPACT ASSESSMENT WAIHI NORTH PROJECT Oceana Gold New Zealand Limited WSP June 2022 45 OGNZL owns approximately 6% of residential properties in Waihi (Appendix B). This ownership has come about as a result purchase to address the mitigation of effects of mining operations. The majority of the residential properties owned by OGNZL are rented on the open market, with the exception of approximately 10% of properties which are rented to OGNZL employees. Future Development Capacity A review of building consent data is useful as it provides an indicator of potential dwelling stock and future availability of housing. Hauraki District Council has provided data for all new builds in Waihi (urban and rural) and for the whole of the district for the period 2020 and 2021 (up to 12/11/2021) (Table 11). Table 11: New dwelling consents issued 2020 to 2021 (*up to 12/11/2021) (HDC) AREA 2020 2021* Waihi 39 72 Remainder of Hauraki District 62 107 Hauraki District Total 101 179 To determine whether there is sufficient development capacity to meet the expected growth, the Hauraki District Council Growth Strategy 2050 (2019) presents the outcomes of analysis of the likely development within the main centres in the district. A summary of the residential development capacity of existing zoned greenfield land and new growth areas is provided in Table 12. Table 12: Hauraki District Council Growth Strategy 2050 – Development Capacity (HDC, 2019) AREA EXISTING POTENTIAL GREENFIELD (LOTS) NEW GROWTH AREAS (LOTS) TOTAL (LOTS) WAIHI Residential 150 1 307 1 457 Low density residential 50 70 120 PAEROA Residential 302 1 144 1 446 Low density residential 183 304 487 NGATEA Residential 414 0 414 Table 12 shows that there will be capacity for over 3900 new residential dwellings in the district over the next 30 years, of which the majority will be in Waihi and Paeroa. This capacity exceeds the projected capacity requirement of the high growth scenario of 2700 new dwellings (HDC, 2019). This analysis excludes potential infill development which would add further capacity.
