Peak hour volume data for these roads is not available and has been estimated at 10% of the ADT. This site is counted sporadically for week periods through the year. As this count site is located close to Willows Road with no other intersecting roads between, this count site is regarded as a good representation of the traffic volumes in the vicinity of the intersection. Data published by Waka Kotahi indicates an annual average daily traffic (AADT) volume for the year 20 19 (the latest AADT available from Waka Kotahi at time of preparation) of 2,795 veh/d at the count site northeast of Gladstone Road. Hourly traffic volumes for this location on SH25 for, the 7-day periods in January 2021 (peak season), are shown in Figure 16. Figure 16: Hourly Traffic Flows on SH25 (Average of three 7-day counts) The data depicted in Figure 16 indicates that the busiest times on this part of the highway are Sunday afternoons and Wednesday midday, with two-way flows of around 481 veh/h and 387 veh/h respectively (and the Friday evening peak is similar to the midday peak). At the change of shift times the traffic volumes are significantly less with 174 veh/h recorded in the morning hour ending 8 am and 195 to 304 veh/h recorded in the evening hour ending 7 pm on a Thursday and Friday respectively. The volumes would be lower still for the hour ending 7.30 am and 7.30 pm. Typical daytime two-way flows during the rest of the week are in the 300 to 400 veh/h range. It is acknowledged that traffic flows will vary seasonally, and seasonal adjustments have been made as described in sections below, albeit the data referenced is for a peak January week. The historical AADT counts for SH25 have been used to forecast future growth. A 15-year period had been adopted as this avoids the influence of short-term variations in the economy and the associated peaks and troughs in growth
