Stantec // Oceana Gold NZ // Transportation Assessment - Waihi North Project 8 Figure 11: SH25 (Kenny Street) Mine Access 2.8 Moresby Avenue Moresby Avenue, between Seddon Street and Savage Road, is classified in the District Plan as an Arterial Road. For approximately 120 m from its intersection with Seddon Street it is flanked by a mix of commercial and residential activities, and Waihi Central School. This section generally has a through lane in each direction with parallel parking on each side. The carriageway width varies over this section with a widened segment of nominally 14.5 m adjacent to the school providing wider parking bays and a narrower segment of approximately 11.5 m width north of the school where the parking is only provided on the west side of the street. Adjacent to the Savage Road intersection, the carriageway width reduces further to approximately 10 m, and the road is marked with a centre line only. West of Savage Road, Moresby Avenue is classified as a Collector Road, and has residential activity on both sides. The carriageway at this location is approximately 8 m to 9 m in width, with kerb, channel, and footpath on the south side, and a narrow shoulder, feathered edge and grass berm on the north side. 2.9 Martha Street / Haszard Street Martha Street and Haszard Streets are both local roads with nominal carriageway widths of 9 m which allows for parallel parking on each side. The streets provide access to the adjacent properties including commercial activities at the southern end of Haszard Street, the building on the corner of Moresby Avenue and Martha Street which houses the mine administrative offices as well as several other commercial activities, the carpark on Martha Street used predominantly by the mine personnel, and neighbouring residences. As well as the local property access function, the streets are linked and provide an alternative route between Moresby Avenue and Seddon Street. It is estimated that there is a reasonable demand for these through trips or “rat-runs” and this demand has been assessed as part of the data collection process below. 2.10 Traffic Data 2.10.1 Willows Road Average daily traffic volume (ADT) estimates have been sourced from the HDC asset database with the latest counts indicating traffic volumes of 81 vehicles per day (veh/d) over the first 300 m of Willows Road up to Highlands Road intersection reducing to 48 veh/d beyond, and a heavy commercial vehicle (HCV) proportion of 6% to 10% respectively. This traffic data is also included in Table 1. Additional traffic counts were undertaken in the week ending 3 December 2020 located at each end of Willows Road. The resultant 7-day ADT for Willows Road (110m from SH25) is 97 veh/d and the peak hour traffic is 14 veh/h recorded on the Friday evening peak (4 pm to 5pm) and with similar volumes in the morning peak. The hourly flow distribution for the full 7 days is shown in Figure 12. It is highlighted that OGNZL was undertaking some Security Gate Old Barry Road Alignment
