Stantec // Oceana Gold NZ // Transportation Assessment - Waihi North Project iv Executive Summary The Waihi North Project (WNP), proposed by Oceana Gold New Zealand Limited , seeks to extend the life of the mine operation through to 2038 with rehabilitation and closure in the following year(s). Based on the recommendations and associated mitigation measures described in this report, it is assessed that the potential adverse transportation-related effects of traffic movement associated with the project, during construction and over the longer term, will be avoided or mitigated to an acceptable level . The WNP includes a new Wharekirauponga Underground Mine (WUG) with surface infrastructure to be located on farmland at Willows Road and with underground access to the existing Processing Plant at Waihi; a new open pit (Gladstone Open Pit or GOP); a new Tailings Storage Facility (Tailings Storage Facility 3 or TSF3); a new rock storage facility (Northern Rock Stack or NRS); and the upgrading of the associated Processing Plant and Water Treatment Plant. The transportation effects of traffic associated with the development on the local roads and their points of access to the arterial state highway network have been assessed and recommendations made to mitigate any potential adverse effects. These recommendations include: • Upgrade of a section of Willows Road and its intersection with SH25. • Management of construction worker travel patterns. • Monitoring of effects and adapt management of traffic where necessary. • Provision for adequate parking within the site. • Preparation and implementation of a Project Traffic Management Plan.
