Waihi Underground Explosive Principal Hazard Management Plan Approved by: SSE/ General Manager Approval Date:11/05/2021 Next Review: 08/04/2022 OceanaGold Waihi Document ID: WAI-400-PLN-007 Page 5 of 27 1 INTRODUCTION 1.1 Purpose and Scope This document is a management plan for the hazards and risks pertaining to all aspects of the storage, handling and use of explosives at the OceanaGold New Zealand Ltd (OGNZL) Underground Mining Operations at Waihi. The use of explosive is inherent to the mining methods employed by OGNZL; the primary aims of this PHMP are to ensure the risks and hazards associated with explosives are eliminated, isolated and/or minimised to an acceptable level so as to maintain a safe working environment and reduce the impact of mining on the local community. This PHMP will identify, analyse and assess risks associated with explosives with reference to site standards, procedures and other control methods in place. This PHMP applies to all Waihi underground mining operations and is applicable to all OGNZL employees, contractors and visitors. 1.2 Legal Requirements This PHMP has been created in accordance with New Zealand acts and regulations. Compliance with any relevant Approved Codes of Practice, Guidelines within these codes and Australian and New Zealand Standards is not mandatory. However, compliance is considered demonstration of good practice and evidence of taking ‘all practicable steps’ and as such OGNZL endeavours to comply where possible. Internal and independent external audits are undertaken to monitor site performance in relation to relevant legislation, codes of practice, guidelines and standards. 2 MANAGEMENT SYSTEMS 2.1 HSEC Management System OGNZL’s mining activities, by their nature, have the potential to impact the health and safety of people, the environment and communities. These impacts must be identified, evaluated and managed to minimise the risks. The OceanaGold Heath, Safety, Environment and Community (HSEC) compliance standards are an integral part of OGNZL’s business and provide the basis for a HSEC management system. The implementation and maintenance of the HSEC management system provides the means to manage and minimise risks, comply with legislation and OceanaGold Standards, and provides the framework for continuous improvement in Health, Safety, Environment and Community management and performance. HSEC Compliance Standards follow a hierarchical structure where documents must meet and support the requirements of those of higher levels (see Figure 1). This PHMP sits in the fifth tier as an Operation Specific Document. The scope of the HSEC Compliance Standards cover all activities undertaken by OceanaGold employees and contractors that have the potential to affect Health, Safety, Environmental and Community performance. The HSEC Compliance Standards apply to all operations and facilities, including the entire lifecycle of operations, from exploration through to operation and closure, until lease relinquishment occurs.
