Waihi Surface Explosives Principal Management Plan Approved by: General Manager Approval Date: 15/10/2017 Next Review: Archived OceanaGold Waihi Doc ID: WAI-350-PLN-003 Page 16 of 31 6. EXPLOSIVES USE 6.1 Blast Site Preparation All drilling patterns will have suitable delineation and signage applied prior to any charging being undertaken. Access through the pattern delineation is restricted to authorised personnel and machinery directly involved in firing operations and shall be erected such that no unauthorised personnel or machinery can approach within six metres of a loaded blast hole. This delineation must remain in place whenever any blast holes within the area contain explosives. For more information refer to the procedure for the delineation of drill patterns; see Appendix I for document details. 6.2 Blast Plans All blast patterns have blast plans which show, where applicable, the location of the drill holes collars, the types and quantities of explosives to be used, the stemming height and the initiation sequence. These plans are produced to the agreed standards of the Drill and Blast Supervisor. Charge weights are designed to achieve compliance with the sites consent requirements in relation to vibration. For more information refer to the procedure for blast design; see Appendix I for document details. 6.3 Transport to Charging Site Explosives will only be carried in vehicles which are clearly designated for that purpose. Detonators are to be transported in an approved container and shall not be taken for use into the workings of the pit except in a securely covered case or canister, or other suitable container of a pattern and model. The only equipment permitted to travel over loaded patterns are:  Vehicles carrying explosives  Vehicles carrying stemming  Vehicles approved and required by the Approved Handler Whenever such equipment is entering or moving in the blast area, the movement will be under the supervision of the Approved Handler. There shall be designated areas for parking charge-up vehicles laden with explosives which are to be left unattended away from the blast. For more information refer to the procedure on the safe use and handling of explosives; see Appendix I for document details. 6.4 Charging Operations 6.4.1 Standard Holes Prior to commencing any charging operations, the Approved Handler must ensure that:  All rock is removed from the toe of the face, except where dilution problems may require choking of free faces  All persons around the blasting site are informed of the location of all holes to be charged  All equipment has been removed from the blast area and only trained personnel are on the shot  All required delineation is in place All tools and equipment not required by the Approved Handler must be removed from the blast pattern before charging operations begin. When the site has been prepared the explosives may be taken close to the holes but stacked at a distance sufficient to prevent accidental detonation should a charged hole explode prematurely. Once charging operations have started, clearances to the charge holes shall be maintained as follows:  The Approved Handler will prevent unauthorised persons from approaching within six metres of either the site of charging when charging is in progress or the explosives used for charging
