Waihi Surface Explosives Principal Management Plan Approved by: General Manager Approval Date: 15/10/2017 Next Review: Archived OceanaGold Waihi Doc ID: WAI-350-PLN-003 Page 14 of 31 Blasting agents, explosives and detonators are to be segregated appropriately Explosives shall be used in the order of the date of manufacture, the oldest explosives being used first (opened or damaged boxes of explosives should be used before any other boxes) All box stacks are not to exceed two metres in height. Where there is a risk of the packaging being damaged by compression, the explosive should be stacked accordingly The gap between the magazine wall and packaged explosives shall be no less than 50mm, to allow adequate ventilation between the wall and boxes No ‘hot work’ will be performed in or near a magazine without the approval of the Drill & Blast Supervisor Prior to disposal of any packaging: 1. Ensure there are no explosives or residue left in the packaging. 2. Flatten out cardboard boxes ensuring there is nothing left in the boxes. 3. Flatten out plastic packaging for cleaning and disposal. 4. All packaging that can be burnt up is to be taken to the explosives burning site and destroyed by a Certified Shot Firer or delegated person. This must be in writing. 5. Proceed to the burn site located behind conveyor which is accessed from the vehicle wash towards Development site workshop and to the right. 6. Access the burn gate using your area specific padlock. 7. Put explosive packaging to be burnt into the “EXPLOSIVES PACKAGING ONLY” burn slot. 8. Clear any vehicles or equipment away from the burn pit area before starting the burn. (behind fence at least 15 meters) 9. The person performing the task must move away from the point where packaging is burning as soon as possible after initiation. 10. NO other material other than explosive packaging may be destroyed at this burn off site. 11. Burn off delegate is to remain at the burn site until all packaging has burnt completely and fire is fully extinguished. 12. Once completed the burn area gate must be locked by interlinking both padlocks. 13. Refer to the Burn site location and layout in the “Disposing of Explosives and Packaging Procedure” WAI-400-PRO-073. The surroundings of a magazine are to be kept free from dry grass or other combustible or flammable materials to a distance of 10 metres, standing timber is to be cleared for a distance of 30 metres and vegetation to 15 metres Housekeeping should be of a standard that ensures good access/egress, clear access to all fire extinguishers and elimination of any trip hazards If an explosive spills or leaks, the Approved Handler must ensure the spillage is removed and disposed of immediately A motorised vehicle must not enter a magazine area except for the purpose of loading or unloading explosives at a place appointed by the Site Service Manager, proceeding to a parking place authorised by the Site Service Manager, inspection by an inspector or security checks The Approved Handler must ensure that when a motor vehicle is in the vicinity of a magazine and the engine of the vehicle is running, the door of the magazine is closed Any person handling cases or packages containing explosives must ensure that the cases or packages are not opened or closed in a magazine unless they can be opened without using tools of any kind If tools are used to open of close any package or case containing explosive, the tools are not made of ferrous material or any other material that could generate a spark The Approved Handler must ensure that all explosives in a magazine are marked in accordance with the New Zealand regulations
