48 19 The report must be provided to the Consent Authority and the Expert Groundwater Management Panel within 40 working days of the surface flow alert level value being triggered. Expert Groundwater Management Panel 20 The Consent Holder shall engage, at its cost, an Expert Groundwater Management Panel. 21 The primary function of the Expert Groundwater Management Panel is to review and provide recommendations to Waikato Regional Council and the Consent Holder on the adequacy and appropriateness of the following: a. Six-Monthly Access Tunnel Reports required by Condition 8; b. The Baseline Data Collection Plan required by Condition 9 prior to its provision to Council for certification; c. The Mine Area Groundwater Management and Monitoring Strategy required by Condition 13 prior to its provision to Council for certification; d. Bi-Monthly Mine Area Reports required by Condition 17; and e. Any compliance monitoring report required by Conditions 17 and 18. 22 The Consent Holder shall have particular regard to any recommendations from the Expert Groundwater Management Panel in finalising the Baseline Data Collection Plan and Mine Area Groundwater Management and Monitoring Strategy. The copy of each document submitted to the Consent Authority shall demonstrate how the consent holder has considered any recommendations from the Expert Groundwater Management Panel, whether any recommendations have not been adopted and the reasons for this. 23 The Expert Groundwater Management Panel shall comprise technical specialists who between them have demonstrated expertise in the following fields: a. Hydrology; b. Hydrogeology, including demonstratable experience in assessment of surface water-groundwater interactions; c. Geotechnical engineering; d. The use of grouting techniques to manage groundwater inflows; and e. Underground mining.
