45 any deviations from expected conditions, including implementing secondary and tertiary grouting or other mitigation measures where necessary; and f. Having available, when and where required, the equipment and suitably qualified and experienced personnel to conduct appropriate monitoring, testing and grouting requirements or alternative mitigation measures. 13 Prior to undertaking any activities within the Mine Area which are not exploration or monitoring and data collection activities, the Consent Holder must submit to the Consent Authority a Mine Area Groundwater Management and Monitoring Strategy for certification. The purpose of the Mine Area Groundwater Management and Monitoring Strategy is: a. To describe how the Consent Holder will undertake dewatering activities in accordance with the principles in Condition 11 in a manner which ensures compliance with Condition 5; and b. To describe how the Consent Authority is able to determine that the activity is being undertaken in a manner which complies with Condition 5. 14 The Mine Area Groundwater Management and Monitoring Strategy shall be prepared by a suitably qualified and experienced professional and shall include, at a minimum: a. An analysis of all of the data collected in accordance with the Baseline Data Collection Plan; b. The detailed strategy, which is supported by numerical modelling, for how mining activities and associated groundwater management will be undertaken to achieve the outcomes set out in Condition 11; c. A Water Balance Model (WBM) for the Wharekirauponga Catchment using the Australian Water Balance Model (AWBM) approach (or equivalent model agreed to in writing by the consent authority) which describes the catchment’s hydrological response to antecedent climatic conditions based on the data collected in accordance with the Baseline Data Collection Plan, including, as a minimum the probabilistic rainfall / runoff relationship for the surface water monitoring locations outlined in Condition 10(b) based on the available baseline surface flow and rainfall data; d. Alert levels for surface water flows at the surface water monitoring locations outlined in Condition 10(b) (surface flow alert levels) which: At this stage of the consent the Consent Holder will have collected a substantial body of information on the geohydrology of the Mine Area. That information will inform the development of the strategy. Including any necessary TARPs. Condition 1 and Condition 12(c) and 12(e) provide clear objectives that the TARPs must be developed to achieve.
