32 15 The total mercury emission rate from the combined discharge points listed in Condition 14 shall not exceed 131.3kilograms per year. The Consent Holder may demonstrate compliance with this condition by processing no more than 0.611 million tonnes per year of ore from Gladstone Open Pit. Compliance with this limit is needed to ensure the ambient air quality meets the relevant health based guideline for annual ambient mercury concentrations. 16 The total mercury emission rate from the combined discharge points listed in Condition shall not exceed 0.522 kilograms per hour Monitoring Processing Plant Air Discharge 17 The Consent Holder shall record the total quantity of ore processed from Gladstone Open Pit in the Processing Plant to ensure that the limits set out in Condition 15 are met. 18 A representative sample of the ore being processed in the Processing Plant shall be collected at least once per month and sent to an IANZ accredited laboratory for analysis for mercury content as a percent by weight. 19 a. Emission testing of the discharges from the sources listed in Condition 14 shall be conducted: i. twice per year for the first five years following commencement of this consent and then annually thereafter; and ii. within one month of the Consent Holder commencing processing ore from any new source, including the Gladstone Open Pit and Wharekirauponga Underground Mine; b. The emission testing shall be undertaken in accordance with UESPA Method 29 or an equivalent method approved by the Waikato Regional Council. c. The parameters tested shall, at minimum, include: i. mercury; ii. arsenic; iii. cadmium; iv. chromium; v. nickel; and vi. lead. d. The mercury content of the ore being processed at the time of testing shall be recorded. The results of the emission testing undertaken at the commencement of a new ore source being processed will feed into the reports required by Condition 16 to confirm how it can be processed in a manner which meets the conditions of this consent. The Consent Holder must report on the results of the annual stack testing in the annual monitoring report required by Condition 19. Air Quality Management Plan 20 At least 20 working days prior to the start of any construction activities authorised by this consent in an Area described in Condition G3, the
