11 Condition Explanation c. Restoration of, and the exclusion of stock from, at least six spring and gully headwaters (at least 85 m in length in total) within the headwaters of Tributary 3 at the Willows Road site as shown in Figure A annexed as Attachment 1 of these conditions; d. Developing 2,960 metres of new stream channel with ecological functionality in the areas shown in Figure B annexed as Attachment 1 of these conditions; and e. Riparian restoration of 6,219 metres of stream length shown as Riparian Planting Areas on Figure B annexed as Attachment 1 of these conditions including the new stream channel required by (d) above, over an average width of 20 m (which can be spread across one or both banks). Collectively these areas are referred to as the Aquatic Ecology Offset Areas. Diversion Design G35 Stream diversion and enhancement measures must meet ecological objectives and have good ecological functionality and must be consistent with Type 1, Type 2 or Type 3 diversions shown in the drawings annexed as Attachment 2 of these conditions. Stream Diversions shall incorporate the following design elements: a. Stream diversions are to convey clean or treated surface water (i.e., uncontaminated by construction or operational activities); b. The design of the diversion channels should meet ecological objectives through the creation of a range of stable microhabitats for fish and invertebrates, including the creation of stable pool habitats and the inclusion of gravel and cobble habitat, that at least reach a level of stream function to that predicted through the mitigation calculations; c. The gradient of the diversion channel around TSF3 shall allow the passage of migrating eels, and other native fish with climbing abilities, to access the remaining upstream habitat; d. The substrate of the diversion channels should optimise conditions for trout spawning (including spawning gravels) and suitable habitat for juvenile trout; e. Riparian vegetation should extend to at least 10 m either side (where this occurs on land owned by the Consent Holder) of the channel and must include low-growing species with overhanging cover; f. Where possible, diversions should be constructed prior to the reclamation of the original channel;
