6 Condition Explanation G18 Where it is proposed to apply chemical treatment measures to support erosion and sediment control measures the Consent Holder shall at least 20 working days prior to the commencement of construction works submit a Chemical Treatment Plan to the Waikato Regional Council for written certification that it: a. Has been prepared in general accordance with the draft Chemical Treatment Plan included as Appendix A of the Southern Skies Erosion and Sediment Control Assessment Report dated June 2022 which was submitted as Part H of the application documents; and b. As a minimum meets the information requirements in and gives effect to the matters set out in Condition G19. G19 The purpose of the Chemical Treatment Plan is to confirm where chemical treatment will be effective in enhancing the efficiency of sediment retention ponds and decanting earth bunds, and to establish the management regime for the flocculation management system. The Chemical Treatment Plan must include, as a minimum: a. An analysis of site soil reactivity to flocculants based on soil tests; b. Specific design details of the flocculation system, including within which sediment retention ponds and decanting earth bunds flocculants will be used; c. Monitoring (including pH and any other testing procedures) and maintenance (including post-storm) requirements, including a record keeping system; d. Details of optimum dosage (including assumptions); e. Results of any initial flocculation trial; and f. Contact details of the person responsible for the operation and maintenance of the flocculation treatment system and the organisational structure to which this person shall report. G20 Use of chemical treatment measures within the construction works must not commence until the Chemical Treatment Plan required by Conditions G18 and G19 has been certified by the Waikato Regional Council. G21 The Consent Holder may submit an updated Chemical Treatment Plan to the Waikato Regional Council at any time for certification in accordance with Condition G18. G22 The Consent Holder must implement the certified Chemical Treatment Plan. However, in the event of any inconsistency between the conditions
