133 d. A spillway that will safely route overflows in excess of the design storm. Monitoring 8 The Consent Holder shall maintain groundwater quality monitoring bores to detect any seepage bypassing the underdrainage system, and to determine the representative groundwater quality for shallow groundwater around the perimeter of land owned by the Consent Holder. Advice Note: All groundwater monitoring in these bores shall be based on the soluble test method, defined as the concentration of dissolved metals measured in that fraction which passes through a 0.45 µm filter. This is an existing activity. The requisite bores are already installed. 9 The Consent Holder shall undertake “scan monitoring” in the bores maintained in accordance with Condition 15 of pH and conductivity in order to establish trends in the monitoring bores installed in accordance with Condition 15. Scan monitoring shall continue throughout the term of these consents. The results of that monitoring shall be forwarded to Waikato Regional Council at six monthly intervals. The monitoring and reporting required by this condition is less frequent than required on the consents for other rock stacks and TSFs and aligns with what is currently considered acceptable by Waikato Regional Council for this area. These rock storage areas are existing long standing activities and long term monitoring has shown their effects on the environment are acceptable. 10 The Consent Holder shall set trigger levels for pH and conductivity for down gradient bores based on the trends observed in the monitoring data at levels which will provide early warning indicator of potential changes of groundwater quality as a result of the activities authorised by this consent. 11 At any time if monitoring results within the monitoring bores differ from the relevant trigger level for that well over two consecutive readings then the Consent Holder shall: a. Characterise and assess the source of the change; and b. Take all necessary measures to ensure that General Condition G33 is complied with.
