96 3 At least 20 working days prior to the first exercise of this consent, the Consent Holder shall advise the Waikato Regional Council in writing of the date upon which the exercise of this consent is to be physically commenced. Design and Construction 4 The Gladstone Open Pit Tailings Storage Facility (GOPTSF) shall not materially exceed the footprint shown on Attachment 1 to this consent 5 The GOPTSF shall be constructed in general accordance with the design outlined in the consent application, in particular, the following GOPTSF design document prepared by GHD which was included in Part H of the application documents “GHD: Oceana Gold (New Zealand) Limited – Gladstone Pit TSF Design Report” (the GHD Design Report) 6 The Consent Holder shall ensure that the entire footprint of the GOPTSF tailing impoundment is underlain by a low permeability geosynthetic liner which provides for secure long term containment of tailings. 7 The Consent Holder shall ensure that all PAF material stored outside the footprint of GOPTSF embankment, and which is intended for disposal into GOPTSF embankment, is stored on a pad constructed in accordance with the requirements set out below. Any such pad shall be constructed from or lined with at least 600 mm of natural, non-acid forming materials with a permeability of less than or equal to 1x10-8 m/s. The pads shall be constructed to direct any seepage so that it reports to a point from where it can be monitored, and if necessary, directed to the Water Treatment Plant for treatment prior to discharge. Monitoring of the groundwater down-gradient of any such storage pad shall be undertaken. That monitoring may form part of any monitoring programme already undertaken at the Site. 8 The Consent Holder shall install an underdrainage system beneath the GOPTSF embankment and impoundment liner to collect contaminated seepage and groundwater. 9 The Consent Holder shall ensure that this underdrainage system is in place prior to the discharge of tailings to GOPTSF. 10 The disposal of material containing brine or hydrocarbons within the embankment is authorised. The volume of all contaminated material disposed of within the embankments shall be detailed within the annual Tailings Storage Facility Monitoring report as required via Condition 32.
