62 of potential changes of groundwater quality as a result of the activities authorised by this consent. 19 At any time following completion of baseline monitoring, if monitoring results within the monitoring bores differ from the relevant trigger level for that well over two consecutive readings then the Consent Holder shall: a. Characterise and assess the source of the change; and b. Take all necessary measures to ensure that General Condition G33 is complied with. The trend and actions taken shall be detailed in the annual report to the Waikato Regional Council. Willows Rock Stack Monitoring and Management Plan 20 At least one month prior to the exercise of this consent the Consent Holder must submit to the Waikato Regional Council a Willows Rock Stack Monitoring and Management Plan for certification that it: a. Includes triggers, actions, methods and monitoring programmes designed to achieve the objective in Condition 21; and b. As a minimum meets the information requirements in, and gives effect to the matters set out in Condition 22. The Consent Holder may comply with Conditions 20 – 25 by incorporating the Willows Rock Stack Monitoring and Management Plan into an overarching monitoring and / or management Plan which covers the Consent Holder’s various rock and tailings storage facilities. 21 The objective of the Willows Rock Stack Monitoring and Management Plan is to monitor and assess the effects of the Rock Stack on the land, ground and groundwater resources and to trigger the implementation of contingency measures where necessary to ensure the conditions of this consent are achieved. 22 The Willows Rock Stack Monitoring and Management Plan must include, at minimum: a. The details of the monitoring bores to be established in accordance with Condition 15 to detect seepage bypassing the underdrainage system, and to determine the representative groundwater quality for shallow and deeper groundwater around the perimeter of land owned by the Consent Holder. b. Details of the scan monitoring in both shallow and deep aquifer systems, of water levels, pH, and conductivity to be undertaken in accordance with Condition 17. The trigger levels for pH, conductivity and water levels which are set in accordance with Condition 18; and
