B-7 – Area 7 - Assessment of Environmental Effects 20 Baxter Road is a no-exit road, with a 7 m-wide sealed carriageway, classed as a ‘Local Road’ in the HDP. It is primarily used to access OGNZL’s underground mines and the Waihi SFA. The Baxter Road - State Highway 2 junction is a recently upgraded T-intersection 1.2 km south of Waihi. Available sight distance exceeds 250 m in both directions, consistent with Austroads requirements for a 100 km/h speed environment. Traffic data for Baxter Road recorded during two weeks in January 2019 logged 100 to 140 vehicles per hour during peak periods (shift changes) at 06:00 to 07:00 and 18:00 to 19:00. Up to 80 vehicle movements per hour were recorded at other times. Waka Kotahi NZ Transport Agency traffic accident data for the five years between 2016 – 2020 revealed no crashes on Baxter Road. Four crashes were recorded on SH2 near the Baxter Road intersection, but none were at the intersection itself. The layout of the road network around the site is shown below. These are: Moore Street, approximately 500 m southeast of the Moore Street - Barry Road intersection. This is used in when an oversize or heavy load cannot access via Baxter
