B-6 – Area 6 – Assessment of Environmental Effects 116 sustainably manage the margins of waterbodies to maintain or enhance natural character, indigenous biodiversity, water quality, and aquatic and adjoining terrestrial habitats; and the maintenance and enhancement of public access to the margins of waterbodies in a manner that is compatible with the preservation of conservation values and does not unreasonably interfere with the landowner’s ability to use and enjoy the land. The associated policies focus on the use of the legislative mechanisms in the RMA to secure esplanade reserves and strips on subdivisions,203 and the HDC negotiating to either have the land vested or set aside on a voluntary basis.204 While the project will result in the damming and diversion of TB1, an extensive biodiversity offsetting programme is proposed to ensure a net environmental gain with respect to the values of the modified watercourse that will replace the tributary, the margins of the Ohinemuri River and SNA166. With respect to riparian planting, this includes (but is not limited to) riparian planting at least 10 m deep on either side of the modified watercourse. This planting is expected to contribute towards enhancement of the natural character, indigenous biodiversity, water quality and aquatic and adjoining terrestrial habitats. 205 The activities proposed within Area 6 will also not result in any new impediments to public access along TB1 or the Ohinemuri River. The surrounding land is currently held in private ownership. No change is proposed to this access arrangement.206 The management and associated access to the margins of waterbodies within Area 6 will therefore contribute towards the outcomes described in Objectives 1 and 2 of Section 7.3 of the HDP being achieved. 7.6.2.4 Hazardous Substances and Contaminated Land Section 3.5 (Storage and Use of Hazardous Substances) describes the proposed explosives magazine and LPG storage in Area 6.
