B-6 – Area 6 – Assessment of Environmental Effects 104 The management of non-point discharges is guided by the policies in Section 3.9 of the WRP. Of particular relevance is Policy 1 which seeks to reduce the adverse effects of nonpoint source discharge arising from land uses and activities by minimising the leaching and run-off of contaminants and sediment into water, avoiding bed and bank erosion and instability and recognising and avoiding the effects of non-point discharges on the relationship tangata whenua as Kaitiaki have with water. The policy also seeks to avoid, remedy or mitigate adverse effects on rivers and their margins to maintain and enhance natural character. Of particular note: as described in Section 3 of this AEE, runoff and seepage from the NRS will be intercepted by a comprehensive underdrainage system and collection ponds which will be pumped to the WTP for treatment prior to discharge into the Ohinemuri River. This will minimise the potential for leachate and contaminates to enter water;130 while residual leachate may enter groundwater, Section 5.6 and 5.7 of this AEE confirm that the effects of this on water quality and subsequently aquatic ecosystems is considered to be minor;131 as set out in Sections 3 and 5.6 of this AEE, discharges from the site will be controlled so as to avoid erosion of the bed/banks of the Ohinemuri River. Effects on natural character will be managed as described in section 5.2.3;132 and OGNZL continues to work with tangata whenua regarding cultural effects and how the project can best accommodate and provide for their relationship with identified taonga. This is considered further in Section 5 of the Overarching AEE.133 Accordingly, non-point discharges associated with activities within Area 6 will achieve the directives set out in Policy 1, Section 3.9. 7.6.1.5 Damming / Diverting The outcomes sought for the damming and diverting of water are described in Objective 3.6.2 and associated Policy 2.
