B-6 – Area 6 – Assessment of Environmental Effects 89 In accordance with these directions: Best practice management techniques will be employed to minimise the effects of the discharge of contaminants and sediment during construction and operation of activities within Area 6 (refer to Section 6 of this AEE). With these measures in place, the construction and operation of activities within Area 6 will not adversely affect the Council’s ability to achieve an overall reduction of sediment and contaminants within the Ohinemuri River catchment;28 For the reasons set out above with respect to the NPSFM, Policy 7 applies in relation to the avoidance of physical modification of freshwater bodies where practicable;29 The diversion channel and the associated riparian planting has been designed to enhance riparian habitats and support greater instream habitat diversity and indigenous biodiversity;30 Fish passage is maintained at all times in TB1, either via the existing channel (during construction of the diversion) or via the diversion (once the NRS works commence and the existing channel is reclaimed);31 The NRS is sited above the 100-year ARI flood extent. The proposed workshop is located within that 100-year ARI flood extent, however the effects of this will be mitigated by site design and floor levels;32 The NRS will have minimal, potentially unmeasurable, effects on flow regimes and variability;33 The relationship between groundwater and surface water is assessed in Section 5.6 of this AEE.
