The Conservation (Indigenous Forest) Zone is not identified in the Hazardous Facilities Screening Procedure (“HFSP”) Consent Status Matrix. Resource consent is therefore required as a noncomplying activity. Some of the rock from the WRS, which is used to backfill stopes, will also be potentially acid forming (“PAF”) and constitute disposal of a hazardous substance. Facilities for the disposal of a hazardous substance are a non-complying activity in all zones except for the Rural zone.
