B-5 – Area 5 - Assessment of Environmental Effects 180 the management of the cumulative effects of discharges on ambient air quality.228 The relevant policies direct that the effects of air discharges be managed, having particular regard to the effects on ambient air quality guidelines, human health, the identified values of tangata whenua as kaitiaki, and any potential cumulative effects.229 Recognition is also given to the positive benefits to people and communities arising from activities that affect air quality (whilst ensuring that air quality resources are protected and adverse effects avoided, remedied or mitigated).230 Key policies also seek to promote best practicable option to prevent or minimise the contaminants to air in certain circumstances231 and recognise the positive benefits to people and the community arising from activities that affect air quality.232 The analysis in Section 7.5.1.1 of this statutory evaluation is equally applicable to the air quality provisions of the WRP. Dust and air discharges emanating from Area 5 will be managed so as not to result in objectionable effects beyond the site boundary and will not exceed the relevant standards and guidelines. A number of management measures are proposed by OGNZL to ensure this is the case, including implementation of an Air Quality Management Plan, a requirement to install mercury capture technology and the implementation of hourly discharge criteria to ensure mercury and other metals from the Processing Pant do not exceed relevant air quality criteria. In light of the above, it is considered that the activities proposed within Area 5 can be undertaken in such a manner that it meets the management outcomes sought by Objectives 1, 2 and 3 of Section 6.1.2 of the WRP. 7.6.2 Hauraki District Plan Sections 5, 6 and 7 of the HDP contain objectives and policies.
