B-2 – Area 4 - Assessment of Environmental Effects 36 The stockpiling of rock and spoil during construction meets the definition of “overburden”. Through the implementation of sediment and erosion control plans and air quality management plans, the temporary stockpiling of rock and spoil will not give rise to any land contamination, aquatic ecosystem or air quality effects;17and, As discussed above in Section 7.5, all soil disturbance activities within identified HAIL sites will be undertaken in accordance with a SMP to ensure the activities do not pose a risk to human health, plant and animal health, water, air and soil quality; 18 Overall, it is concluded that the activities proposed within Area 4 can be undertaken in a manner that it achieves the outcomes sought by the key relevant objectives and policies of the WRP. 7.6.2 Hauraki District Plan The Hauraki District Plan includes objectives, policies and methods intended to achieve the integrated management of the use, development or protection of land (and associated natural and physical resources) in the Hauraki District. Of particular note with respect to activities occurring within Area 4: The proposed Services Trench will provide electricity, fibre, waste and potable/raw/ recycled water services to the Willows Farm Surface Facilities Area and the WUG. Accordingly, the Services Trench supports the investigation and utilisation of mineral resources; 19 With the exception of two surface expressions associated with the Ohinemuri River crossings, the Services Trench will remain underground for the majority of its length. The open rural landscape character of the zone will therefore be preserved; 20 The Services Trench will not prevent the land from being used for rural production purposes; 21 As described in Section 5, construction management measures will be in place for the duration of the works to ensure that construction related effects on the environment or on the amenities of neighbours is avoided, remedied or mitigated;22 The Services Trench will be established across rural farmland and existing roading corridors with no significant terrestrial or freshwater ecological values.
