B-2 – Area 4 - Assessment of Environmental Effects 33 (c) third, the ability of people and communities to provide for their social, economic, and cultural well-being, now and in the future Policy 1 of the NPSFM seeks to ensure that freshwater is managed in a way that gives effect to Te Mana o te Wai. Policy 2 seeks to ensure that tangata whenua are actively involved in freshwater management and Māori freshwater values are identified and provided for. Policy 6 of the NPSFM seeks to ensure that there is no loss to the extent of natural inland wetlands and that their values are protected. Policy 6 also promotes the restoration of natural inland wetlands. The Services Trench has been carefully sited to avoid locating within the beds of any waterbodies. The potential for silt or sediment discharges during construction will also be avoided through the implementation of sediment and erosion controls. The Services Trench will pass within 100 m of the Favona Wetland. No changes to the hydrological functioning of the Favona Wetland are expected to arise as a result of construction activities occurring within this area. Accordingly, there will be no loss to the extent or values of the natural inland wetland. As set out above, the Services Trench has been carefully sited to ensure it avoids locating within or generating any adverse effects on, the freshwater bodies located within Area 4. The activities therefore prioritise the health and wellbeing of the waterbodies and freshwater ecosystems with Area 4 and are entirely consistent with and not contrary to the above provisions. 7.5 REGIONAL POLICY STATEMENTS 7.5.1 Waikato Regional Policy Statement The RPS provides an overview of the resource management issues for the Waikato Region, and sets out objectives, policies and methods intended to achieve the integrated management of natural and physical resources. With respect to the key relevant provisions of the RPS: Dust suppression measures will be implemented during construction of the Services Trench to ensure no objectionable dust effects arise on adjacent properties. Such measures will also ensure air quality remains well within limits intended to protect human and ecosystem health;4 4 Objective 3.11 and associated Policies 5.2 and 5.3, Waikato Regional Policy Statement.
