B-2 – Area 4 - Assessment of Environmental Effects 25 It is anticipated that night time working will be required when the Services Trench intersects with Willows Road and SH25 carriageways. This will be necessary to minimise traffic disruption along this route during the installation of the Services Trench. 5.2.5 Construction Lighting As noted above, in order to minimise traffic disruption some limited night time works may be required in certain locations along the Services Trench route. Lighting for construction purposes may comprise mobile lighting plant and traffic/construction machinery related lighting. A lighting assessment has been prepared by Pederson Read (2022). This is provided in Part H of these application documents. This assessment observes that above ground construction activities which require lighting could result in an increase in both glare and sky glow from locations with a view of the area. Such effects could however be mitigated by ensuring lighting is focused on the work area and pointed away from surrounding areas. There are no dwelling immediately surrounding the Willows Road and SH25 intersection so adverse glare or nuisance effects are not anticipated. Any potential effects arising from construction lighting are therefore considered to be manageable and will be temporary. 5.3 LANDSCAPE, VISUAL AMENITY AND NATURAL CHARACTER EFFECTS The Services Trench is proposed to connect the Willows SFA site to the existing Processing Plant within the Waihi SFA, and will be buried beneath OGNZL owned land, and along the margins of State Highway 25 and Willows Road roading corridors. Once the services are buried, the existing landcover will be reinstated. The only remaining surface infrastructure will be where it is located within the existing bridge structures. An assessment of the landscape visual amenity and natural character effects of the activity has been prepared by Boffa Miskell (2022). This is provided in Part H of these application documents. The Boffa Miskell assessment notes that the two new pipe bridges will tie in with the existing bridge structures and considers the landscape, natural character and visual effects of the new bridges would be acceptable without the need for further mitigation. 5.4 EFFECTS ON RURAL CHARACTER AND PRODUCTION A review of the soil classification of the land covered by surface level activities of the Waihi North Project was undertaken using the New Zealand Land Resource Inventory (“NZLRI”) land use capability (“LUC”) maps.2 The Services Trench will traverse through farmland, 2 https://lris.scinfo.org.nz/layer/48076-nzlri-land-use-capability-2021/
