B-2 – Area 2 - Assessment of Environmental Effects 137 7.6.2.4 Hazardous Substances and Contaminated Land Section 7.7 of the HDP relates to the management of hazardous substances and contaminated land. The objectives and policies relating to contaminated land specify the following: avoid, remedy or mitigate the risk of adverse effects to the environment and the community associated with the transportation of hazardous substances;265 minimise the risks of adverse effects to the environment and the community associated with the storage of hazardous substances; 266 minimise the risk of adverse effects on the environment and community from contaminated land and the disposal of hazardous substances; 267 and, ensure contaminated land is managed in such a way as to avoid use or development that presents a risk to human health, safety of the environment, or ensure that land is managed so that any potential risks are at acceptable levels for the proposed land use and the environment. 268 It should be noted that in 2017, amendments to the RMA significantly refined the extent to which territorial authorities can control the storage and use of hazardous substances. The HDC has not been updated to reflect these amendments. Notwithstanding this, in accordance with current directives of the HDP, the delivery of hazardous substances will be by truck via State Highway 25, Willows Road and internal access roads within the OGNZL landholding. Any transport of hazardous substances will also be in accordance with the Land Transport Rule: Dangerous Goods 2005. All movements of explosives around the site will also be under the supervision of a Certified Handler.269 The risks to people, property and the environment will be minimised through site and equipment design (e.g. separation distances to other explosives stores, provision of fire protection systems and certification of the explosives storage magazines) and management controls (personnel access restrictions, security monitoring, staff training and handler certification, and emergency response plans). 270 The environment is considered sensitive to the effects of a spill of diesel or spill of packaged goods.
