B-2 – Area 2 - Assessment of Environmental Effects 127 the tributary passing through a perched culvert which limits access to all but climbing fish species. 196 When considering effects on natural character, in the existing modified rural context in which the activities will occur, the riverbed disturbances are not considered inappropriate use and development, and does not represent a significantly adverse natural character effect.197 The proposed instream works will not result in an increase in flooding and bank stability effects.198 All construction activities will be undertaken in accordance with a comprehensive sediment and erosion control plan which will ensure that any temporary or permanent instream structures avoid infilling of the Mataura Wetland.199 OGNZL continues to work with tangata whenua regarding cultural effects and how the project can best accommodate and provide for their relationship with identified taonga. This is considered further in Section 5 of the Overarching AEE. 200 While no legal public access mechanisms are formally proposed, access will still be available via the river, as discussed in Section 7.5.1.7 of this AEE. 201 The Instream Work Aquatic Ecology Management Plan required by proposed regional consent conditions detail how instream works will be managed to ensure the introduction of pest and weed species is avoided, and how construction monitoring will be completed to ensure the management plan objectives are met. 202 Overall, the proposed structures located within the bed and margins of the river banks (and the associated disturbances) are considered to achieve the outcomes sought by Objectives 4.2.2 and 4.2.3 and the associated policies, particularly over the longer term when Unnamed Tributary 2 is remediated and reinstated. 7.6.1.9 Accelerated Erosion A net reduction of accelerated erosion across the region is the key outcome sought by Objective 5.1.2, so that: soil productivity, versatility and capability is maintained;203 196 Objective 4.2.2(c) and 4.3.2(b), Waikato Regional Policy Statement. 197 Objective 4.2.2(d) and 4.3.2 (h), Waikato Regional Policy Statement. 198 Objective 4.2.2(e) and 4.3.2 (d)-(e), Waikato Regional Policy Statement. 199 Objective 4.3.2(c) and 4.3.2 (d)-(e), Waikato Regional Policy Statement. 200 Objective 4.2.2(g)-(i) and 4.3.2 (f)-(g), Waikato Regional Policy Statement. 201 Objective 4.2.2(j) and Objective 4.3.2(n), Waikato Regional Plan. 202 Objective 4.3.2(i) and (j), Waikato Regional Plan. 203 Objective 5.1.2(a), Section 5.1, Waikato Regional Plan.
