B-2 – Area 2 - Assessment of Environmental Effects 44 They include: A s9, s14 and s15 resource consent associated with the establishment, operation and rehabilitation of the Willows Portal and Willows Access Tunnel, including; to drill below the water table, divert and take groundwater intercepted by the underground tunnel, and to discharge contaminants to land and water to manage the ingress of intercepted water using grout, shotcrete and other similar materials (a single s9, s14 and s15 resource consent is sought to cover these activities for all underground elements of the project); A s15 resource consent to place overburden within the Willows Access Tunnel, within stockpiles during operation, and as backfill during closure (a single s9, s14 and s15 resource consent is sought to cover these activities for all underground elements of the project); A s9 resource consent to undertake soil disturbance in a high-risk erosion area within the Willows SFA; Various s13, s14 and s15 resource consents to authorise activities required for runoff, erosion and sediment control, including the diversion of clean water to overland flow paths and water bodies, the diversion of dirty water to sediment retention ponds, decanting earth bunds and the Dry Detention Pond, and to discharge water from sediment retention ponds, decanting earth bunds and Dry Detention Pond to land and to surface water via pond spillways; Various s13, s14 and s15 resource consents associated with the establishment and operation of the WRS and Rock Stack Collection Pond, including uphill diversion of clean water, and the damming and diversion of runoff and seepage from the WRS to the Main Collection Pond and then via the services trench to the WTP for treatment prior to discharge to the Ohinemuri River; A s14 and s15 resource consent to dam water in the Main Collection Pond and to discharge it to the Mataura Stream via a spillway during high rainfall events; A s13 resource consent to place culverts in waterbodies; A s15 resource consent to discharge overburden to land in various stockpiles; A s15 resource consent to discharge domestic sewage to land from an onsite treatment system; and A s15 resource consent to discharge contaminants to air (Note: a single discharge to air consent is sought to cover all project areas). The resource consents required are all a discretionary activity under the WRP. However, non-complying activity under Regulation 54 of the Resource Management (National Environmental Standards for Freshwater) Regulations 2020 (“NES Freshwater”) also
