Where the avoidance of adverse effects is not possible, the policy seeks that they be remedied or mitigated. Of particular note with respect to discharges to land associated with Area 1: Spoil management strategies will be put in place to ensure the effects of backfilling does not give rise to adverse effects on human health or the wider environment, including aquatic habitats, surface water quality or ground water; 119 Section 7.6.1.8 considers the effects of discharges to land with respect to the Air Quality objectives in Section 6.1.2;120 The discharges will not give rise to effects that are inconsistent with the accelerated soil erosion objectives contained in Section 5.1.2, as such discharges are proposed underground and not in areas at risk of accelerated erosion; 121 and OGNZL continues to work with tangata whenua regarding cultural effects and how the project can best accommodate and provide for their relationship with identified taonga.
